Entry requirements
Master's 1, preferably in Human Sciences (history, history of art, geography, sociology, language and literature, languages, etc.) as well Master's 2 in arts, law, sciences, medicine, etc. All culture-related fields.
Benefits of the program
The Territorial Cultural Development (DCT) trains a group of 25 students maximum every year, which means optimal tailored support can be offered. The course team comprises 50% university teachers and 50% professionals from the world of culture, which ensures students are provided with sound academic and professional training. Partnerships with the Ferme du Buisson (cultural centre), the CMN (National Monuments Centre), the 104 (cultural centre), Act'Arts (cultural event operator), Citizens' associations, French Villes d'art et d'histoire network (Towns of Art and History), etc. as well as with the CFA Descartes (Apprentice Training Centre) are sources of resources as regards professional opportunities at the end of training.

1 - Cultural policies in France and Europe | ||||
History of cultural policies This course aims to identify the major turning points in the history of cultural policies, from the foundations of museum and heritage administration (1789-1840, followed by major Republican laws) to the affirmation of a Fine Arts policy under the Third Republic to the Popular Front. The second part of the 20th century will be looked at through the history of the great cultural facilities (French National Drama Centres, Cultural Centres) and a critical presentation of the theme of cultural action (From Malraux to Lang). Cultural partnerships between the French government and local authorities The course will focus on the foundations of public action in the cultural field and the distribution of competences between the government and local authorities; more particularly on two areas: the cultural programme drawn up by the prison administration within the framework of the Culture-Justice protocol and the missions entrusted to the administration in terms of integration and prevention of recidivism; the issue of public reading through the role of libraries.

Rural areas and cultural development This module will first provide an overview of the latest developments in the field of Territorial Reform and public policies in favour of rurality. Based on this overview and using a participatory approach, students will use a jointly developed grid to observe different concrete experiences of policies, devices, operations, etc. specific to the rural sector, both in the fields of the performing and visual arts. 2 - Artistic processes and cultural diversity | ||||
The creation process, new territories of art (performing arts) critical analyses and receptions Through a range of performances by different partners (Ferme du Buisson, 104, Monfort, Théâtre Louis Aragon), and on the basis of meetings with the artistic teams, students will discover and question the creative process and more particularly the performer/audience relationship and the consideration of the role of the audience in contemporary creations. The work of art and its audiences (painting, sculpture, cinema) The course focuses on the political and aesthetic connections between works of art and their audiences. How was an audience in an 18th century Salon shaped by, among other things, political issues (legitimacy of the audience? Public criticism of the works or criticism by the monarchy?). Based on the precise analysis of a selection of works from the 15th to the 21st centuries, we will study how aesthetic devices define a place for the spectator and the audience. Heritage issues and challenges This course is structured around two approaches: a historical section that chronologically retraces the steps in the creation of the notion of heritage and "cultural identity", from the Revolution to today (political, social, economic issues) and a more practical section including case studies. For example: Missions, perimeter and operations of the Centre for National Monuments. The notion of a network of monuments. Daily management of a monument, issues and perspectives. The cultural and educational action of a monument: finding new audiences, funding, communication, partnerships, etc. The example of the Château de Champs-sur-Marne and the Château de Vincennes. 3 - Cultural territories and audience development | ||||
Territories, social spaces The aim of the course is to enable students to grasp the social dynamics of urban spaces, helping them to gasp what kind of social territory they will be working in. We will study two main types of spaces: town centres through the process of gentrification, and suburbs, particularly around issues of urban renewal. Culture and territorial development Through this course, students must first of all understand how the knowledge produced for more than 40 years by the sociology of art and culture is essential in grasping current phenomena (practices, tastes, cultural action measures, etc.). In particular, we will see how these phenomena are visible both in the Seine-et-Marne area and among Master's students. Students will therefore be invited to use sociological tools to deconstruct their own (personal and professional) relationship to art and culture. 4 - Applied Cultural Engineering This course reverses the terms of the Master's degree to focus on territorial development through culture. Since the entrepreneurial change of cities in the 1980s, culture has emerged as a component of city development strategies. Using a variety of case studies, and readings made by the students, this course will highlight how the actors of a territory (and in particular those in charge of its development) take culture into account in their projects. How (and why) is culture an instrument of urban strategy? How do the current developments in the worlds of culture enable such culture to be used as an instrument? Communication in the cultural field (including the Internet) This course aims to develop a communication plan applied to a cultural structure or event. The objective is to concentrate all the existing communication tools and define those that are relevant according to the structure, the target audience and the type of cultural offering. It is divided into three areas: media relations, non-media or cultural marketing, and particularly the appreciation of web tools, i.e. hypermedia. Cultural and political issues in programme planning This course aims to define the little-known and often fantasized world of programme planning. First, it will attempt to define its multiple frameworks (technical, legal, budgetary, institutional) to show that the act of programme planning goes beyond the simple artistic choice, but is part of a general and complex approach. It will then look at the contemporary issues (parity, diversity, emergence vs. reference, cultural rights) of programme planning; the specificities of its application beyond theatres, the opportunities and constraints of co-construction with different partners. Finally, it will address the profession of programme developer and its legitimacy in the current context of budgetary, political and institutional tensions surrounding culture.
