Historical Diagnosis and Urban Planning
Entry requirements
Master 1 in history, geography, development, town planning, history of art and architecture. Graduate students from architecture schools or town planning institutes in France or abroad (fourth-fifth year postgraduate level).

Your future career
At the end of the Master's in Historical Diagnosis and Urban Planning, students can immediately apply for jobs as task officers/research officers in heritage services, town planning agencies or architecture firms. They may also choose to further their training by applying to do another professional Master 2 (Paris School of Urban Planning, Sciences Po, etc.) or a research Master's degree (history, architecture, town planning) in order to do a PhD.

Major thematics of Research
The Master's in Historical Diagnosis and Urban Planning is closely linked to the ACP Laboratory (Host Team 3350) and to the Labex Futurs urbains. Almost all of the academic contributors are associated with the Labex Futurs urbains Uses of History and Urban Futures Group or with the ACP Laboratory's multi-disciplinary focus areas. The field studies offered to students are linked to the ACP Laboratory's research programmes and as such fit in with the laboratory's project for the 2020-2025 contract.

Foundations of urban historical diagnosis | ||||
Land management The issue of land is an integral part of urban development in that land attributes determine the availability of space and its price, the nature of the works and the building capacity. It intervenes very early on in the development process because of the constraints and opportunities it offers. Anticipating these constraints and opportunities is often the key to the successful completion of a project. Its price is also a determining factor in the social occupation of the neighbourhood. This course aims to provide the initial elements of knowledge of these land attributes and the challenges they pose to urban development. It sheds light on a some of the political and operational tools. It also proposes simulations, studies and tools to understand the relation between land opportunities and project objectives. Heritage law and architectural diagnosis The heritage diagnosis is an essential element of urban development and renovation operations. While it is primarily aimed at old city centres, it also concerns new suburbs. This course goes back over the historical foundations of heritage management, showing how the notion of "urban heritage” has emerged from the protection of historical monuments, the horizon for a cultural inventory of France and issues of urban redevelopment. In the last half-century, the French government has established a series of measures to channel social demand (General Inventory Service, CAUE, COREPHAE, CRPS, AVAP, etc.). Based on the case of the Inventory (a service that has recently been made regional), a description of the purposes and methods of heritage diagnosis for local authorities will be studied. Urban Planning Economics Tensions on the planning economy are increasing. The landscape of local finance is gradually changing, and there are increasing uncertainties. The modalities of action of local authorities, their interventions in favour of the development and planning of territories are at stake. In this context, how can the entities in question make the best use of the resources at their disposal to finance essential facilities and services for households and businesses? The objective of the course is to provide the keys to understanding the main constraints on local public finances and, consequently, what fiscal or financial levers local authorities are able to use to carry out their actions and development projects, in particular in conjunction with public or private operators. Tensions on the planning economy are increasing. The landscape of local finance is gradually changing, and there are increasing uncertainties. The modalities of action of local authorities, their interventions in favour of the development and planning of territories are at stake. Urban planning This course has been designed chronologically, and presents the main concepts and issues of urban planning throughout history. The links between the "plan" and the "diagnosis" at the different stages will be highlighted based on real cases and documents from many sources. Spatial and temporal dimensions of urban development | ||||
Social uses of the city in the long term The practices of urban diagnosis, whether they concern heritage (archaeology, architecture, protection perimeter, etc.) or development (relief, hydrography, transport infrastructures, density, etc.) often bypass the sensitive issue of social diagnosis (present and past uses of the territory to be developed, socio-economic metabolism, etc.). The link between social diagnosis (City Policy districts) and urban diagnosis is best juxtaposed by professionals who share neither the same diagnostic practices nor the same theoretical or methodological references. The objective of the course is to emphasise the importance of a social and societal study of the territories to be developed, not only from the description of the social groups present and the social relationships that are played out in the field, but also through the past and present uses that planners must take into account. Public planning and urban development policies This course aims to understand planning policies and the diverse range of geographical scales that characterize them. It will lead to a presentation of national and regional planning policy in relation to European policies. Then, a presentation of local planning issues in rural, mountain, coastal and urban areas will be followed by a presentation of the planner's "toolbox" (intermunicipalities, local urban planning laws). Readings and interpretations of urban landscapes Acquiring a projective vision of space through the landscape and the issues raised in a territorial context. Learning to consider landscaper in the interpretation of territories. Acquiring knowledge of the landscape of the urban environment, the tools available and the actors involved. Working on urban planning contributes to transforming territories and thus to modifying the forms of the spaces concerned. The nature of existing landscapes is impacted and their future is rarely considered. The course takes a landscape-based perspective on urban space, in which several dimensions are analysed such as the bio-physical base, socio-economic characteristics, the representations and expectations of the actors/inhabitants. This approach makes it possible to analyse the how environmental and anthropogenic dynamics function, as well as their relationships, in order to identify the territorial issues of these urban landscapes. Urban historical diagnosis workshop 1 The urban historical diagnosis workshop brings together teachers from semesters 1 and 2 who wish to work with students on a case study crossing different sources (archives, cartographic or architectural surveys, field observations, oral surveys) and methods of analysis to produce detailed knowledge of historical legacies prior to an urban development operation (for example, redevelopment of a train station district, renewal of a social housing estate, construction of an eco-neighbourhood). The goal is to enrich the historical aspects of urban planning diagnosis documents such as the local urban planning regulations, by using the knowledge and expertise of the disciplines involving history. Archiving the city Archiving the city is a course held in conjunction with archivists from the City of Paris (Archives de Paris) and professionals using the archives for specific research on the history of buildings (status of properties and co-ownership, easements, etc.). The aim is both to measure the potential of archival corpuses that can be used to understand the metabolism and history of neighbourhoods to be developed and to navigate quickly through digitized or paper documents. Historical mapping Both old and contemporary cartographic corpuses are essential sources for urban historical diagnosis. The aim of this course is for students to both learn the history of these corpuses and and how to create their own cartographic analysis tools, using QGIS software in particular. Oral survey After explaining the methodological differences between sociological and ethnological surveys and oral archives, this course put students to practice in creating oral archives dedicated to the history of recent or current urban development. Students develop a questionnaire, conduct a semi-directive interview and a chrononology. The survey material is archived on the Intranet in the ACP laboratory and in a public archive centre. Photography and urban history The course aims to identify collections and photographic corpuses that can be used in urban history. It also invites students to analyse photographs of buildings and neighbourhoods from different points of view, that of a professional photographer from the Inventaire régional Ile de France, and a historian, a specialist in contemporary photographic collections. Promenades urbaines In partnership with the association Promenades Urbaines, this course aims to develop in situ analysis of contemporary architecture and urban planning based on examples from Paris and the suburbs.
